2026 Board of Directors Nominations

We are pleased to report that eight nominations were received for election to the Board of Directors this year.

This year CIPP members are electing five members from the City of Ottawa and one member from Ottawa Community Housing (OCH) to the CIPP Board of Directors.

There are seven nominees for the five City of Ottawa positions and there is one nominee for the OCH position.

The CIPP Board of Directors is made up of nine members, and elections are staggered to ensure strong institutional memory and consistency in governance. The roles of President, Vice-President, and Treasurer are voted on by the nine elected Directors.

Each candidate will make a presentation at the 2025 AGM on November 26, 2025 and CIPP members will then vote to select the new board members.

City of Ottawa

Andrew Gleeson 

Group: City of Ottawa 
Title – Department: Emergency and Protective Services – Paramedic Commander 
Years of Service: 21 
What motivates you to be on the CIPP Board of Directors?
I’ve been with the City of Ottawa since 2005 and a proud CIPP member since 2012. Like many, I’ve grown increasingly frustrated with how the City approaches collective bargaining, too often showing little respect for the professionals who keep services running. Rather than disengage, I’ve chosen to lean in and help strengthen our union from within. 

As an active member of CIPP Connect, I’ve supported grassroots organizing that’s bringing new energy and accountability to our membership. This is my first time running for the Board, and with about 13 years left in my career, I’m committed to putting that experience to work to help build a stronger, more strategic, and more member-driven CIPP one that commands the respect our people deserve. 

Beverley Croft  

Group: City of Ottawa
Title – Department: Ottawa Public Health – Public Health Nurse
Years of Service: 26
What motivates you to be on the CIPP Board of Directors?
I’ve been with Ottawa Public Health for 26 years and have served on the CIPP Board of Directors from 2013 – 2015 and from 2019 – 2024.

Over that time, I’ve had the privilege of holding several roles including Vice-President, Chair of the Negotiating, Member Engagement and Diversity, Governance and Human Resources and Scholarship Committees.

I also had the honour of serving as CIPP President for two years. I am currently active in CIPP Connect and the Negotiating and Member Engagement and Diversity Committees.

For me, it has always been about the members and ensuring that CIPP continues to grow stronger and provides meaningful support and advocacy for all.

I am committed to strengthening our union so that we can deliver real results for members, including at the bargaining table. I want CIPP to be a union that members are proud of and where all members feel welcome. After all, we are the union.

Caleb Abbott

Group: City of Ottawa 
Title – Department: Recreation, Cultural and Facility Services – Portfolio Manager 
Years of Service: 17 
What motivates you to be on the CIPP Board of Directors? 
For more than 15 years, I’ve worked for the City to develop and deliver arts programming, projects, and initiatives. I’m passionate about establishing meaningful relationships and partnerships with communities, using a community-centered approach to make the arts more accessible and inclusive. Through this work, I’ve developed strong relationship-building and communication skills that help bridge diverse perspectives and bring people together through collaboration.

Alongside my work with the City, I’m a sound-based composer and musician, and I teach in the master’s program at the University of Ottawa’s School of Music. In my teaching and creative practice, I emphasize the importance of communicating conceptual and abstract ideas, creating with intention and purpose, and cultivating self-reflection and awareness.

We live in a time when institutions like unions are more important than ever. Working people are being squeezed everywhere we go, and the horizon can feel increasingly uncertain. I will represent the value of the worker, the union, and our collective contribution to the broader community and society we share. I will play an active role in preserving, protecting, and advancing the workforce—both now and for the future.

Léo Cardinal

Group: City of Ottawa
Title – Department: Service Ottawa – Coordinator, Channel Relationships
Years of Service: 25
What motivates you to be on the CIPP Board of Directors?
I want to bring leadership and stability to our Board of Directors. In the past year, 2 previous Presidents accepted promotions out of the union and into management roles. I’ve been on the Board for 6 years total, as Treasurer for 3, and can assure everyone that I have no aspirations to leave CIPP. I am committed to this union and to you! And not just now, but for years to come.

I’ve helped to prepare responsible budgets and to select our superb Executive Director. I also joined CIPP Connect and signed the Collective Bargaining Expectations petition.

I’m all in… for this union and for you! I hope to receive your vote at the AGM.

Lola Dube-Quibell

Group: City of Ottawa 
Title – Department: Ottawa Public Health – Coordinator, Volunteer Resources 
Years of Service: 25 
What motivates you to be on the CIPP Board of Directors? 
I believe I can make a positive difference in showing that employees are the City’s greatest asset. Using the union’s strength and expertise, we can negotiate increased wages, increased benefits, and stronger pensions.  Unions have always advocated for our work standards like remote and hybrid work, and I want to be involved in those fundamental issues. I want to build, strengthen, and defend our employment ensuring inclusivity, standards are equitably applied and meet the needs of our diverse membership. 

Mike Bureau

Group: City of Ottawa 
Title – Department: Strategic Initiatives – Economic Development Officer 
Years of Service: 15 
What motivates you to be on the CIPP Board of Directors? 
I have proudly served as a Board Director since January 2021 and wish to continue contributing to the success of CIPP and its members. With over 15 years of professional experience at the City of Ottawa and more than 11 years as a Volunteer Firefighter with Ottawa Fire Services – I bring a unique perspective that combines operational insight with strategic understanding. 

My motivation stems from a commitment to support colleagues in a positive and collaborative manner. I believe strongly in advocating for fair and competitive wages, ensuring work-life balance through flexible arrangements such as hybrid work, and maintaining comprehensive benefits that reflect the needs of our diverse membership. 

Additionally, I value strong financial management practices that safeguard the long-term sustainability of our organization. Serving on the Board provides an opportunity to influence policies that enhance member well-being and strengthen CIPP’s role as a trusted voice for professionals. I am dedicated to continuing this work with integrity and purpose. 

Wendy Schurman 

Group: City of Ottawa 
Title – Department: Finance and Corporate Services – Project Manager, Applications

What motivates you to be on the CIPP Board of Directors? 
As an active union member and long-time employee, I’ve seen members face more changes and challenges than in the past. 

This has motivated me to get more involved and join the CIPP board of directors, to help gain the best outcomes and a supportive work environment for our members. 

My key priorities are strengthening the union to improve bargaining results, fostering a healthy workplace, and encouraging members to share feedback and get more involved.

As a member of the board for the past 2 years representing Ottawa Community Housing, I wish to continue my work on the board and work collectively with my peers from the City of Ottawa to achieve the shared collective goals we have set out.
